Dear Eurex Participant,

With this Newsflash, we would like to inform you about updates regarding the Excessive System Usage (ESU) fee handling in March 2020. 

Eurex is fully aware of the challenges imposed by the highly volatile environment in the recent weeks which lead to several ESU violations.

Based on the current situation, the exchange has decided to not apply the “All transaction” limit for all futures and options in March 2020. All violations for this limit type that already occurred in March 2020 will be waived.

Please note that the “noMarketData” and “Standard Orders” limits remain in place. To provide additional headroom for liquidity provision, Eurex decided on the following waivers for those limit types in March with retroactive effective date 1 March 2020:

  • For the limit type “noMarketData”, all violations in options will be waived that do not exceed the limit parameters announced in Eurex circular 010/20 
  • For the limit type “noMarketData”, all violations in futures will be waived that do not exceed the doubled non-MM floor limits 
  • For the limit type “Standard Orders”, all violations in futures and options will be waived that do not exceed the doubled non-MM floor limits 

Please be aware that the reports will not incorporate these changes and still show violations based on the standard methodology. Eurex will continue to closely monitor market activity and inform the market if further change will become relevant.
